Counter Fraud Investigator – Higher Apprenticeship

The Level 4 Counter Fraud Investigator Apprenticeship prepares apprentices to detect, investigate and prevent fraud across public-sector and government-linked organisations. It is best suited to individuals already working in—or aspiring to join—law enforcement, regulatory, or compliance-focused roles.

Overview

This standard is aimed at those ideally already involved in the law enforcement sector. Typically you could be employed by HMRC, DEFRA, Department of Health, Insolvency Service, DWP, SFO and Local Government. In this role, you will be leading small non-complex criminal investigations and a range of civil investigations. You could act as Case Officer within a large investigation team, carrying out parts of a more complex investigation as directed by the Lead Investigator.

You will achieve:

  • Level 4 Counter Fraud Investigator Apprenticeship Standard
  • If required: Functional Skills Level 2 English and Maths

Apprentices will need to be working towards and achieve the following job role requirements before their End Point Assessment (EPA):

  • Apply legislation, and codes of practice and abide by appropriate policy during the investigation
  • Maintain case files and produce investigation plans
  • Differentiate between types of evidence.
  • Utilise forensic evidence in investigations and understand how and when to use forensic services
  • Take evidential notes and write witness statements
  • Gather evidence to required standards, applying and adhering to evidence rules at all times
  • Conduct different searches Assess the strength of evidence gathered in relation to their investigation.
  • Undertake briefing and de-briefing activities to identify improvement and best practice
  • Draft concise accurate reports, file, briefings, letters, e-mails on time
  • Obtain, record & present evidence in court during proceedings.
  • Work with stakeholders
  • Categorise fraud and report the outcome with recommendations.

Assessment

Summative assessment completed by an Independent End Point Assessor once all on-programme elements have been completed.

The assessment for Level 4 Counter Fraud Investigator includes: Presentation Professional discussion and Investigation report.

Next steps:

Specialised Roles: Apprentices can specialise in areas like Fraud Intelligence, risk assessment, or forensic investigations.

Management Roles: With experience and further training, apprentices can move into management or supervisory roles with counter fraud teams, such as Level 5 Operations Manager.

Entry Requirements

Every employer is different and therefore the entry requirements can vary. As a guide, you ideally need GCSE grade 4 in English and Maths.

If you are 19 or over, functional skills are not required unless requested by the apprentice’s employer.

However, we will work with you and provide additional support to help you achieve their requirements, either prior to your Apprenticeship or during the delivery of your programme.

You will be studying via a combination of online lessons and workshops at Exeter College city centre campus, Hele Road. Ideally located for transport links including train lines.
